Abstract

Population challenges are highly ranked in the political agendas in the 21st century. Demographers are expected to assist in finding solutions to the present dilemmas within the population policy the governments are facing. Primarily, the researchers of the science on population are requested to analyze a series of questions regarding the reproduction crisis in contemporary society. Namely, below replacement fertility are not only a reality in developed countries and not only in western civilization. More than 60 populations are faced with childbirths under the required generation replacement. There seems to be a consensus among demographers with regard to the basic principles of a political response concerning mitigation of the insufficient birth phenomena. There are five which stand out among them: the conviction that the economic determinant of reproductive behavior is not the decisive one; the awareness on the inefficiency of restrictive measures; the demand on distinguishing population and social policy measures; the standpoint on encouraging birth of four children the most in a family and including population education in pronatalist policies.
