Abstract
The decentralization process is an essential part of the process of reforming health care system. This process is comprehensive and includes reforms in the organization and human resources, reforms in the field of regulation, reforms in health promotion, as well as reforms in finance. Directions decentralization range from transfer of competencies from central to peripheral organs, less role of the central government, expansion of participation of local communities and resource mobilization, but also through innovative approaches that can be valid only locally, without having to be accepted by all in the country, as well as intersectoral coordination, budget allocation, etc. The competencies in the area of administration, as a rule are transmitted horizontally to the newly established ministry, while competence in the field of organization and founding rights are transferred vertically below. In Serbia, this kind of decentralization has not been implemented completely, since it is a decentralized area of primary health care, and to a lesser extent, secondary and terciary health care, where funding issues are not fully resolved.
