Abstract
EU cultural policy is supposed to emphasize European values and to promote integration with sustaining diversity. Since European policies have repercussions on understanding of social needs in order to emulate Europe in the periphery, that is, candidate countries, which include ex-Yu states that are not EU members, the perception of European culture (encompassing values and politics) in the countries at the periphery influences political rhetoric and political outcomes. Lack of any integrative features in EU cultural policies allows for nationalist rhetoric to be merged with pro-EU rhetoric and to perpetuate nationalist tensions in the region.
