Abstract
This paper examines the role of EU accession conditionality in the constitution- making process, using North Macedonia as a case study. It contributes to the theory of culturalised conditionality by analyzing the incorporation of specific constitutional amendments into the country’s EU accession framework. In particular, it explores how bilateral disputes with Greece and Bulgaria — culminating in the Prespa Agreement and the Treaty of Friendship — became embedded in accession negotiations and translated into formal requirements to amend the country’s constitution. The paper analyses how issues relating to identity, heritage, and history were introduced into the enlargement process through the exercise of member state veto power and political leverage within the Council.
