Abstract

International health regulation (IHR) is the expression of the need to respond to the raising global societal vulnerability, in an adequate way. Its purpose is the prevention of the disease spreading on the international level, through revealing, assessment of risks and, if needed, providing coordinated response to the risks that could pose international threat for public health. From putting IHR into the force (2007), European countries undertook different measures for its implementation. Each state already has its national legislation regulating acting in the case of spreading of communicable disease. This legislation is, however, usually not enough for the timely reaction to the public-health threat. Namely, the existing legislation usually regulate collecting of structured data and surveillance based on these data. Adequate surveillance, however, means timely revealing of yet unstructured information which points out the appearing of the communicable diseases and diseases of the unknown source and cause, which can be potential threat to the public health. Beside the enactment of the adequate legal regulation, implementation of the IHR, also means the high level of the state commitment to this aim, additional organization measures and financial resources in order to give timely response to the public health threats.
